Intervention at the Interactive Dialogue with the Special Rapporteur on situation of human rights in the Democratic People’s Republic of Korea by Mariyam Midhfa Naeem

Thank you Mr Chairman,

The Maldives believes that it is only through substantive and constructive engagement, and not through isolation, that sustained and positive changes in a society can be brought about. It thus, welcomes the establishment of an international Commission of Inquiry on the Democratic People’s Republic of Korea as a significant development in tackling the human rights situation in the country during the current reporting period.

My delegation would like to express its appreciation to the Special Rapporteur Mr Marzuki Darusman and welcomes his report on the situation of human rights in the Democratic People’s Republic of Korea and the briefing from the Commission of Inquiry.

We are disappointed that the Special Rapporteur has not received cooperation from the Government of the Democratic People’s Republic of Korea since his mandate was created. It is our sincerest hope that the Government will begin to engage with the United Nation, its bodies and its mechanisms in the future.

In the current context, the Maldives would like to ask the Special Rapporteur, the following:

How can the investigation of the human rights situation in country be, further improved, when access is so limited and when a comprehensive study of the situation is being hindered?

Given the limited impact this mandate has had on situation of human rights in the country in question, what are the other avenues that a Commission of Inquiry would open, with regards to addressing the many alleged grievances?
